Synopsis:

Allowing an individual who has been the primary caretaker and financial support of a child for a specified period of time to seek custody of the child by filing a petition with an equity court; authorizing a court to decide custody based on de facto custody and the best interest of the child; requiring the court to consider specified factors in determining the best interest of the child; authorizing a court to grant joint custody to a parent and de facto custodian; and granting a de facto custodian specified rights.
