Synopsis:

Requiring the Motor Vehicle Administration to issue special registration plates designed to express support for education; specifying who may apply for the special registration plates and limiting the classes of eligible vehicles; requiring an applicant for the plates to pay a fee established by the Administration; providing for the distribution of a portion of the fees to specified local governing bodies to be used for specified educational purposes; etc.
