Legislative Districts - County Representatives for the House of Delegates

Synopsis:

Authorizing county commissioners or county councils to appoint a registered voter from their county to represent the county in the House of Delegates when no individual from that county has been elected to either the Senate or the House of Delegates; providing the term of office for the representative; providing for the powers of the representative; providing for the compensation of the representative; and submitting this amendment to the qualified voters of the State of Maryland for their adoption or rejection.
