specially designed registration plate honoring the diamondback
terrapin and supporting student scholarships at the University of

of vehicles eligible for the registration plate and the manner in
which fees will be established, collected, and distributed; requiring
the Administration to consult with the University of Maryland, College
Park and to adopt specified regulations; etc.
