Higher Education - University System of Maryland - Governing Authority

Synopsis:

Providing that the authority of the Board of Regents of the University System of Maryland may not be superseded by any other State agency or office in management affairs except by a provision of law that specifically references the University System; and allowing the University System to create personnel positions under specified conditions without requiring a specific provision in the State budget.
