Synopsis:

Authorizing the placement of speed monitoring systems on specified highways in Montgomery County and Prince George's County; providing that persons recorded by a speed monitoring system while operating a motor vehicle in violation of speed limit laws are subject to specified penalties; requiring specified local police departments to mail a citation to the owner of a motor vehicle that is recorded by a speed monitoring system in the county to have been used to commit a specified violation; etc.
