Synopsis:

Providing that the General Assembly supports the establishment of an ongoing mechanism for agreements between the State and its political subdivisions that improve the life chances of specified populations, save public resources by avoiding specified predictable long-term State expenditures, and redirect a share of specified savings to ongoing efforts to improve the lives and futures of vulnerable children and families at risk.
