Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 283 - Frederick County - Highways - Prohibition on Use for Solicitations.

This bill authorizes the County Commissioners of Frederick County to prohibit the use of a controlled access highway in the county's jurisdiction by a person soliciting money, donations, employment, business, or a ride from an occupant of a vehicle on the controlled access highway; and prohibits, in Frederick County, a person from standing in a roadway, median divider, or intersection to solicit money or donations from an occupant of a vehicle.

Senate Bill 443, which was passed by the General Assembly and signed by me on April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 283.
