Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 360 - Somerset County - Board of County Commissioners - General Bonding Authority.

This bill authorizes the Board of County Commissioners of Somerset County to borrow in each fiscal year up to $10,000,000 on the full faith and credit of the county for the purpose of financing the construction of roads and bridges, the construction and equipping of public buildings, public schools, and solid waste facilities, and the purchase of real property for public purposes.

Senate Bill 259, which was passed by the General Assembly and signed by me on May 26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 360.
