Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1223 - Vehicle Laws - Failing to Stop for a School Vehicle with Activated Flashing Lights - Penalties.

This bill increases the maximum fine that a person is subject to for failing to stop or remain stopped for a school vehicle with activated alternately flashing red lights to $1,000.

Senate Bill 280, which was passed by the General Assembly and signed by me on April 27, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1223.
