Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 143 - State Government - Forms Management - Submission of Annual Report.

This bill requires the Records Management Division of the Department of General Services to submit an annual report to the General Assembly, rather than the Joint Audit Committee, on the forms management activities of each Executive Branch department or independent unit during the previous fiscal year.

House Bill 120, which was passed by the General Assembly and signed by me on May 26, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 143.
