Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 434 - State Treasury - Unpresented Checks Fund.

This bill alters the procedures the Treasurer must follow in asking the Comptroller to credit the amount of specified unpresented checks to the Unpresented Checks Fund. It alters the procedures for transferring a specified portion of the balance of the Fund to the General Fund, and removes a prohibition on reissuing checks after a specified period. It also specifies the procedures to be followed in voiding an unpresented check, exempting unpresented checks credited to the Fund from specified statutory provisions.

House Bill 688, which was passed by the General Assembly and signed by me on May 11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 434.
