Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 615 - Higher Education - Maryland Digital Library - Established.

This bill establishes the Maryland Digital Library in the Maryland Higher Education Commission. It provides for the purpose of the Maryland Digital Library, and establishes the composition of the Maryland Digital Library. It authorizes the Maryland Higher Education Commission to encourage specified institutions to meet specified goals, and authorizes the Maryland Digital Library, in collaboration with specified entities, to develop specified programs.

House Bill 1167, which was passed by the General Assembly and signed by me on May 11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 615.
