Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 714 - Health Insurance - Small Group Market - Modified Health Benefit Plan for Medical Savings Accounts.

This bill repeals a requirement that the Maryland Health Care Commission develop a modified health benefit plan for medical savings accounts. It also repeals a requirement that the Commission adopt regulations that specify a modified health benefit plan for medical savings accounts, which meet specified federal qualifications.

House Bill 933, which was passed by the General Assembly and signed by me on May 11, 2004, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 714.
