Entitled:
Maryland Patients' Access to Quality Health Care Act of 2004

Synopsis:

Requiring specified procedures for health care malpractice claims and actions; requiring specified alternative dispute resolution; altering specified limits on noneconomic damages; requiring specified supplemental certificates of qualified experts; prohibiting the Medical Mutual Liability Insurance Society of Maryland from paying a commission that exceeds a specified rate; establishing a People's Insurance Counsel Division in the Office of the Attorney General; etc.
