Synopsis:

Establishing that the University of Maryland University College (UMUC) is an instrumentality of the State; providing that the exercise of powers by UMUC is an essential public function; authorizing a custodian to deny inspection of specified public records pertaining to UMUC; prohibiting a custodian from denying inspection of specified public records relating to UMUC under specified circumstances; etc.
