Synopsis:

Providing for the distribution of specified fees to a special fund to be used for specified purposes; authorizing a fee to be assessed for the Drinking Driver Monitor Program for specified fiscal years; establishing the Drinking Driver Monitor Program Fund and providing for its administration; prohibiting judges from receiving specified salary increases; altering the authorized uses of a specified fund; etc.
