Repealing the requirement that specified firefighters and ambulance
and rescue squad members be residents of the State to receive tuition

as a condition for receiving tuition assistance, a specified minimum
average number of hours per week of service; and generally relating to
tuition assistance for firefighters and ambulance and rescue squad
members.
