Synopsis:

Allowing a clerk of the circuit court to record an instrument that effects a change of ownership if the instrument is endorsed as transferred by the local assessment office; providing an alternative method for obtaining information contained in an intake sheet as a prerequisite to the recordation of a deed or other instrument; allowing a clerk to refuse to record a deed or other instrument if the deed or other instrument is not accompanied by a complete intake sheet or endorsed as transferred by the local assessment office; etc.
