Authorizing the creation of a State Debt not to exceed $400,000, the
proceeds to be used as a grant to the Board of Directors of the New
Christian Community Development Corporation for the acquisition,
planning, design, renovation, reconstruction, and capital equipping of
a building to be known as the Dorothy M. Higgins Community Center to
offer services to meet the needs of the children, youth, and seniors
in Baltimore City; etc.
