Synopsis:

Repealing the restriction relating to the time of day after which thoroughbred racing may not be held; altering the authority of the Maryland Racing Commission to authorize telephone betting; altering specified distributions to overnight and stakes races; and requiring the Racing Commission to issue an annual report.
