Synopsis:

Altering permit requirements related to appropriation and use of State groundwater; defining a term; creating an exemption; authorizing the Department of the Environment to seek specified penalties; providing for the issuance of specified orders or notices; providing for specified hearings; increasing penalties; eliminating the cap on specified penalties; and altering the uses of the Maryland Clean Water Fund.
