Lottery Commission; specifying where the terminals may be located;

activities but not requiring Class B licensees to conduct horse racing
activities; creating the Thoroughbred Purse Dedication Fund, the
Standardbred Purse Dedication Fund, and the Education Trust Fund;
providing for the distribution of revenues from terminals; etc.
