Synopsis:

Requiring a seller of rental assistance services to deposit in an escrow account money collected from a tenant to pay rent to the landlord of a residential rental unit; imposing specified restrictions on funds deposited in an escrow account by a seller; requiring a seller to make timely payments of rent to a landlord; requiring a seller to designate a contact to whom a tenant may direct complaints and inquiries; etc.
