Requiring the Department of Juvenile Services, on or before January 1, 2008, to establish and operate regional, wilderness-based treatment facilities in specified locations to provide specified services to youths who substantially meet specified characteristics; requiring the Secretary of Juvenile Services to appoint a director for each facility; providing for the duties and salary of a director; requiring the Secretary to develop policies to provide specified programs in each facility for specified youth; etc.
