Synopsis:

Providing for a specified refundable credit for earned income against the State income tax for specified noncustodial parents under specified circumstances; limiting the credit to specified taxable years; requiring the Child Support Enforcement Administration in the Department of Human Resources or a local child support enforcement office to certify to the Comptroller of the Treasury that specified eligibility requirements for the credit have been met; etc.
