Synopsis:

Requiring an individual to provide proof of United States citizenship in order to be eligible for direct public assistance by a public authority or agency of the State or of any political subdivision of the State; providing that specified provisions shall be effective only to the extent that they do not conflict with specified federal requirements; and requiring the Department of Human Resources to adopt specified regulations.
