Requiring the State Fire Prevention Commission to establish by
regulation certain fire safety standards for cigarettes on or before
October 1, 2006; prohibiting the sale or offer for sale of cigarettes

cigarettes meet the fire safety standards adopted by the Commission;
requiring manufactures to mark cigarette packages in a specified
manner; etc.
