Access to Quality in Higher Education Act of 2005
Requiring the Governor to include in the annual budget submission for
specified fiscal years for Morgan State University and the University
System of Maryland an increase in the amount of general fund State
support of 5% per full-time equivalent resident student; limiting for
specified academic years, to no more than 4%, the amount of the annual
increase in tuition that may be charged each academic year to a
resident undergraduate student at Morgan State University and the
University System of Maryland; etc.
