Establishing the rights and tenure for individuals appointed by the Sheriff of Howard County to serve as deputy sheriffs under specified circumstances; establishing a probationary period for specified deputy sheriffs and requiring the Sheriff to evaluate specified deputy sheriffs during a specified period; mandating specified training requirements and standards for specified deputy sheriffs; establishing specified discipline and appeal rights, standards, and requirements; etc.
