Synopsis:

Authorizing the creation of a State Debt not to exceed $250,000, the proceeds to be used as a grant to the Board of Trustees of Union Bethel A.M.E. Church for the planning, design, construction, and capital equipping of the Bethel Recreation Center; providing for disbursement of the loan proceeds, subject to a matching fund requirement; prohibiting the use of the bond proceeds or the matching fund for sectarian religious purposes; etc.
