Synopsis:

Authorizing Howard County to establish a revenue authority; specifying the powers, rights, and duties of the revenue authority; allowing the revenue authority to issue bonds, notes, and other evidences of indebtedness that are exempt from taxation; establishing a board of directors for the revenue authority and specifying its membership, qualifications, powers, and duties; etc.
