Synopsis:

Requiring the Public Service Commission to conduct specified inspections; requiring public service companies to take actions on receipt of a complaint, notice, or report of natural gas smells; providing for liability; requiring the Commission to take actions on receipt of a notification, complaint, notice, or report; prohibiting the construction or operation of a liquefied natural gas facility within a distance the Commission determines is unreasonably close to a heavily populated area or public transportation center; etc.
