Gas Companies - Alternative Forms of Regulation

Synopsis:

Authorizing the Public Service Commission to regulate the services of a gas company through alternative forms of regulation if the Public Service Commission makes specified findings; providing criteria for the findings; authorizing a gas company to justify specified costs using an incentive mechanism to share total commodity costs among ratepayers and shareholders; providing that the shared costs may be positive or negative; and defining "total commodity costs".
