Synopsis:

Requiring units of State government to consider specified factors when determining how to classify specified property; requiring units to maintain public records about determinations made about specified property and to prepare and submit a specified list to the General Assembly each year; prohibiting the Board of Public Works, subject to conditions, from approving specified transactions related to specified property; authorizing the Legislative Policy Committee to review and comment on specified transactions; etc.
