Synopsis:

Prohibiting persons from stopping, standing, or parking a commercial motor vehicle on any controlled access highway except under specified circumstances; prohibiting persons from standing or parking a trailer or semitrailer that is not attached to a towing vehicle on any State highway or controlled access highway; expanding the definition of "abandoned vehicle" to include vehicles left unattended on any highway and that are considered a security risk or a hazard to other persons or vehicles; etc.
