Authorizing the creation of a State Debt in the amount of $500,000, the proceeds to be used as a grant to the Board of Directors of St. Bernardine's Roman Catholic Congregation, Inc. for the acquisition, planning, design, repair, renovation, reconstruction, and capital equipping of a building to be used as a neighborhood community center, located in Baltimore City; providing for disbursement of the loan proceeds; prohibiting the use of the proceeds of the loan or the matching fund for sectarian religious purposes; etc.
