Synopsis:

Authorizing the Frederick County Commissioners to fund the costs of employee health care benefits as provided in a contract that requires the County Commissioners to make payments in a specified manner, borrow money for specified purposes, pay interest, and enter into specified contracts or agreements; specifying that the County Commissioners may only exercise the powers granted in the Act if specified money is available, has been appropriated, and may be used to fund employee health care benefits; etc.
