Synopsis:

Authorizing a judicial officer of the District Court to conduct an initial appearance, a review of the commissioner's pretrial release determination, or a specified presentment with the defendant and the judicial officer at different locations provided that specified conditions are met; establishing that the initial appearance, the review, and the presentment may all be conducted by video conferencing; etc.
