Establishing the Emergency Contraception Dispensing Program in the
Department of Health and Mental Hygiene (DHMH); providing a means of
authorizing specified licensed pharmacists to dispense emergency
contraception without a prescription in accordance with specified
procedures; authorizing DHMH to adopt specified regulations, collect
specified fees, issue and renew certificates to specified licensed
pharmacists, and conduct and approve specified educational training
programs; etc.
