Establishing procedures to be followed if the response to a claim
against a health care provider for damage due to a medical injury
includes an assertion that the claim is subject to other procedures
relating to birth-related neurological impairments; altering the
purposes of the Maryland Medical Professional Liability Insurance Rate
Stabilization Fund to include paying specified medical expenses of
individuals with birth-related neurological impairments; etc.
