Establishing the Subcabinet Coordinating Council on Juvenile Delinquency Prevention and Diversion Programs in the Office for Children, Youth, and Families; providing for the membership of the Subcabinet Coordinating Council; specifying that the Special Secretary for Children, Youth, and Families is the chair of the Subcabinet Coordinating Council; requiring the Office for Children, Youth, and Families to provide staff support for the Subcabinet Coordinating Council; etc.
