Synopsis:

Altering specified provisions of law governing collective bargaining for State employees and specified employees of State institutions of higher education; specifying that the State Labor Relations Board is an independent unit of State government; altering the membership of the Board; requiring the State to provide specified information to exclusive representatives; prohibiting the State and employee organizations from engaging in specified unfair labor practices; etc.
