Synopsis:

Altering the circumstances under which specified health insurance carriers are prohibited from excluding specified benefits for in vitro fertilization from specified policies or contracts issued or delivered in the State by the health insurance carriers; and prohibiting specified health insurance carriers from refusing to issue a policy or contract that provides specified benefits for in vitro fertilization based solely on specified facts.
