Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 290 - Frederick County - Public Facilities Bonds.

This bill authorizes and empowers the County Commissioners of Frederick County to borrow not more than $66,000,000 in order to finance the cost of specified public facilities in Frederick County to finance the payment of any unfunded liability of the County to the State Retirement and Pension System of Maryland, and to effect such borrowing by the issuance and sale, at public or private sale, of its general obligation bonds; etc. Senate Bill 359, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 290.
