Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 309 - State Traumatic Brain Injury Advisory Board.

This bill establishes a State Traumatic Brain Injury Advisory Board. Further, House Bill 309 includes several provisions that specify the membership and duties of the Advisory Board, provide for staffing of the Advisory Board, require the Advisory Board to meet at least once within a specified time period, require the Advisory Board to elect a chair once every year, and provide for specified term limits for members of the Advisory Board, among others. Senate Bill 395, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 309.
