Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 370 - This bill requires designated hospital infectious disease/communicable disease officers to order tests to be conducted in a specified manner and in accordance with specified recommendations on blood samples or other body fluids of specified hospital patients for the presence of antibodies to the human immunodeficiency virus (HIV) under specified circumstances.
Senate Bill 321, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 370.
