Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 789 - Commercial Drivers' Licenses - Standards, Requirements, and Penalties.

This bill requires a clerk of a court to establish certain reporting procedures and expands the requirements for driving commercial motor vehicles. It applies specified sanctions to a holder of a commercial driver's license under specified circumstances and establishes specified disqualifying offenses for commercial drivers. Finally, it establishes a defense for a certain violation and authorizes specified persons to receive information in a specified driving record. Senate Bill 640, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 789.
