Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 1045 - Adult Education and Literacy Services - Waiting List - Funding.

This bill requires the Governor to increase a specified appropriation in the State budget for fiscal years 2007 and 2008 for the State Department of Education to distribute as Literacy Works grants in order to reduce the waiting list for adult education and literacy services. Senate Bill 384, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1045.
