Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 486 - Higher Education - University of Maryland University College - Governing Authority.

This bill clarifies that the University College is a State agency and a constituent institution of the University System of Maryland. The bill also permits a custodian to deny inspection of any part of specified public records that relate to the competitive position of the College with respect to other providers of educational services. House Bill 96, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 486.
